HOW ACCURATE IS COMMUNITY NOTIFICATION OF REGISTERED SEX OFFENDERS?

One has to wonder just how often this sort of thing happens. For example, I got a flyer on an RSO moving into an apartment complex near me. I know for a fact this person no longer lives there because they are no longer listed on the website. However, no flyer was sent out saying that the person had moved. So one has to wonder how many people erroneously believe a RSO still lives in that unit. The people that moved into the unit after this person probably have absolutely no idea either that their neighbors think they have a RSO living there. Now the "stigma" is passed on to them. I have yet to find a single case where the community is notified when the ex-offender moves out of the area.
Human Rights Watch pointed similar problems out in their report on sex offender laws which was released last month:
Clint and Alexis Jurek just bought their first house and got ready to move in with baby, Max. Then a post card came in the mail.
"All of our neighbors think that a sex offender lives at our address," says Alexis. "And not only that, but our house has been vandalized."
"Definitely worrisome," says Clint. "I have a five-month-old child that I have to move into the house in two or three weeks, and I can't move him into a place where there could be flying glass."
